Writ petition filed by the petitioner under Art 226 of the constitution with an affidavit praying that in the circumstances stated therein this court may be pleased to quash the circular dated 17-05-1994. Issued by the 2nd respondent in No. RCS/28/94-95 etc.

This petition coming on for hearing before the Hon'ble Mr. Justice G.P. Shivaprakash and after persuing the material papers relating to the petition and after hearing the arguments of Shri. T.S. Ramachandra the Advocate for the petitioner and that of Shri. V. B. Chari the High Court Government Pleader for respondent.

It is ordered as follows: for the reasons stated in the order, the circular dated 17-05-1994, issued by the commissioner for registration and stamps in Karnataka, New Public offices, Bangalore, in No. RCS/ 28/94-95, be and the same is hereby quashed.
