Dear Chief Justice,
1. The Government of India, vide its Resolution No.19013/3/94-Jus dated 31st March 1996 have constituted the First National Judicial Pay Commission, with myself as the Chairman. The terms of reference of the Commission are as follows :-
a) To evolve the principles which should govern the structure of Pay and other emoluments of Judicial Officers belonging to the Sub-ordinate Judiciary all over the country.
b) To examine the present structure of emoluments and conditions of service of Judicial Officers in the States and Union Territories taking into account the total packet of benefits available to them and make suitable recommendations having regard, among other relevant factors, to the existing relativities in the Pay structure between the officers belonging to Sub-ordinate Judicial Service vis-a-vis other Civil Servants.
c) To examine and recommend in respect of minimum qualifications, age of recruitment, method of recruitment, etc., for Judicial Officers. In this context, the relevant provisions of the Constitution and Direction of the Supreme Court in All India Judges Association case and in other cases may be kept in view.
d) To examine the work methods and work environment as also the variety of allowances and benefits in kind that are available to Judicial Officers in addition to Pay and to suggest rationalisation and simplification thereof with a view to promoting efficiency in Judicial Administration, optimising the size of the Judiciary, etc.
2. The Commission is yet to commence its operations, with its Head Quarters at Bangalore.
3. In the meanwhile, it is considered necessary to approach you to collect data for preparing the Questionnaire, covering the points falling within the terms of reference. The information may be furnished as per the enclosed proforma and the additional information, if any, in a separate sheet of paper.
4. The Cadre and Recruitment Rules of your Sub-ordinate Judiciary may be furnished, preferably in English.
5. The Commission may have to send the Questionnaire to all the High Courts, State Governments, Union Territories, Bar Associations, Judicial Officers Associations, eminent Jurists, Law Professors and other interested persons. I would feel obliged if you kindly furnish the correct addresses of such persons and Associations in your State.

12. Since Judicial infrastructure has become a part of the Planning, how much amount was allotted in the last Plan in the current Plan and how much fund has been utilised ?
13. What are the basis upon which the additional Courts are created ? Is it on population basis or on work load ?
14. Whether High Court recommendation for establishing additional Courts is readily accepted by the Government ? Please give the particulars of such matters during the last two years.
15. Whether City Civil Court has been established ? If so, the structure of the City Civil Court with the gradation of the officers.
16. Time taken for promotion of Officers in each Cadre.
17. Whether any Vigilance Cell in the High Court is established for the supervision over Subordinate Courts ? If so, the particulars and its functions.
18. Average time taken for disposal of Civil and Criminal cases by Trial Courts of different Jurisdiction.
19. Whether the Judicial Training Programme is provided at the time of initial recruitment and Refresher Course thereafter ?
20. The addresses of all the Judicial Officers Associations both recognised and non-recognised ; District-wise and State-wise.
21. Any other information that may be considered relevant.
